Our mandate

Five pillars. One collective purpose.

The Forum delivers its mandate through five main pillars:

Access

Support INGOs to understand the laws of Sudan, procedures of HAC and government line ministries, and how to effectively coordinate with authorities to deliver aid across Sudan.

  • Promote understanding of laws, procedures, and ways of working with HAC, line ministries and other authorities.
  • Share information on new procedures or policies.
  • Discuss with HAC on behalf of INGOs when there are questions or challenges that impact INGOs as a larger community.
  • Encourage INGOs to maintain strong bilateral relationships with HAC and other relevant authorities.

Advocacy

Raise awareness and request support for the humanitarian response across Sudan.

  • Focus on the protection of Sudanese people, humanitarian aid workers and civilian infrastructure across Sudan.
  • Advocate to donors for sufficient funding for the humanitarian response across Sudan.

Coordination and Representation

Ensure partners coordinate services and promote coordination between INGOs and government.

  • Facilitate meetings for INGOs working in each state to coordinate services with each other and avoid duplication of work.
  • Represent INGO perspectives within UN and Cluster coordination groups and systems.
  • Deliver on donor expectations of coordination amongst NGOs to promote sustained or increased funding for the humanitarian response.

Localization

Encourage INGOs to work with National NGOs to deliver the humanitarian response and coordinate with local NNGO groups.

  • Coordinate with National NGO networks.
  • Convene learning or capacity-building opportunities for National NGOs.
  • Share best practices for INGOs working with NNGOs in implementing their projects.

Membership Services

Work within the INGO Forum to ensure professional and effective services to member INGOs.

  • Oversight by a Steering Committee of 7 Country Directors, elected by their peers.
  • Professional Secretariat responsible for daily leadership, coordination and representation.
  • Clear membership criteria, expectations and confidentiality rules.
  • Transparent decision-making processes among INGO members.
