Introduction
The Sudan INGO Forum is the primary coordination, representation, and collective action platform for international humanitarian and development NGOs operating in Sudan. It enables INGOs to work together effectively, navigate complex operational challenges, and engage with key stakeholders to support principled, people-centred assistance across the country with the overarching aim of enhancing the scope, scale and quality of support provided to the people of Sudan.

Governance / Structure
INGOs meeting defined criteria—registration, principled commitments, active presence in Sudan, and willingness to coordinate. Full members have voting rights.
Organizations that collaborate and participate in discussions but do not have decision-making rights (e.g., ICRC/IFRC, consortia, or INGOs with coordination constraints).
The Steering Committee is elected by the Full Membership and provides governance oversight, strategic direction and support to the Secretariat, while representing the collective interests of Forum members. It consists of seven elected Country Directors (plus host agency observer) and is elected annually with term limits and defined responsibilities.
The Secretariat, led by the Director, manages the day-to-day operations of the Forum and implements the strategic priorities of the membership.
The Host Agency provides the contractual, administrative and operational arrangements required for the Forum to operate, while the Secretariat remains functionally independent and is overseen by the Steering Committee.
Working groups may be established or disbanded based on the needs and priorities of the Forum and are chaired by member agencies and/or Secretariat staff.





Membership
Membership is open to INGOs that:
Timely participation in meetings, information-sharing, and collective action.
Upholding humanitarian principles, the Joint Operating Principles (JOPs), and confidentiality.
Representing Forum positions—not agency interests—when holding representation roles.
